The United States Government under the administration of President Barack Obama is guilty of violating the provision of Section 620M of the Foreign Assistance Act of 1961 (Leahy Amendment) as follows:
(a) IN GENERAL. – No assistance shall be furnished under this Act or the Arms Export Control Act to any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed a gross violation of human rights.
According to the Foreign Assistance Act:

“[A] principal goal of the foreign policy of the United States, shall be to promote the increased observance of internationally recognized human rights by all countries.” Eventually, to give practical effect to that declaration, the Act was amended by the “Leahy Law,” which forbids assistance to any unit of the security forces of a foreign country if the Secretary of State has credible information that such unit has committed gross violations of human rights."
 

At the request of the parents of the 43 Ayotzinapa Students we stand in solidarity with the all the Peoples of Mexico in calling for the immediate resignation of Mexico President Enrique Pena Nieto as an illigimate representative of the all the Peoples of Mexico and make him criminally responsible as head of the State of the Republic of Mexico for the complicity by federal agents and subsequent coverup of the disappearance of 43 Ayotzinapa students in the town of Iguala, Guerrero on September 26, 2014. 


The policy of the US Government which is marketed as an anti-drug cartel program under the Plan Merida operates in fact as en engine of corruption and collusion with the systemic IMPUNITY and  State Violence that has resulted in 26,000 disapppeared human beings currently in Mexico, and 100,000 deaths as casualties of the so-called War on Drugs.  The so-called War on Drugs is not a campaign to eliminate the illicit drug industry, but a geo-political military tactic whose purpose is to open opportunities for transnational corporate interests to capitalize and capture resources of raw materials and labor made vulnerable to exploitation as a result of the extreme violence, instability, and impunity that is the US funded War on Drugs.


United States support of the Presidency of Enrique Peña Nieto of Mexico, and the blatant Human Rights Violations of his regime by maintaining 2.1 Billion dollar economic package for Plan Merida, implicate President Obama and the entire US Congress in the criminal cover up of Mexico’s State crimes.

As a constituency of Indigenous Peoples living in the territories of the O'Otham Nations currently known as the State of Arizona, we further DENOUNCE ONCE MORE the complicity of the two governments of Mexico and the USA for the Human Rights violations perpetrated against the Nations of Indigenous Peoples from 1848-2015 by the imposition of the International Border ratified by both governments under the Treaty of Guadalupe Hidalgo 1848, without consideration for the Human Rights and Territorial Rights of our Nationhood as referenced under the United Nations Declaration on the Rights of Indigenous Peoples adopted by the UN General Assembly on September 13, 2007.

President Obama's denunciation of  Human Rights Violations in North Korea, Iran, Syria, Russia, and around the world are without substance as long as the US supports the Narco-Government regime of the PRI President Enrique Peña Nieto in Mexico, and the continuation of 522 year old policies of colonization and genocide against the Indigenous Peoples of Abya Yala [the Americas].

As the Indigenous Nations on both sides of the US-MEXICO border persevere in the 522 year struggle since October 12, 1492 to defend our NATIONHOOD as Indigenous Peoples, Equal to all other peoples, the presidents of the two of the colonizer states whose only claim to jurisdiction in North America is based upon the now repudiated DOCTRINE of DISCOVERY of Christendom via the Papal Bulls Inter Caetera 1493, and the corollaries of the Marshall Trilogy and Monroe Doctrine 1823, President Obama proclaims the 43 Ayotzinapa students: 

"NOT WORTHY OF HUMAN RIGHTS CONSIDERATION OR PROTECTION UNDER THE LEAHY AMENDMENT PROVISIONS." 




WE WILL NOT COMPLY !
WE WILL NOT SURRENDER TO GENOCIDE!


WE DENOUNCE THE POGROM OF COLONIZATION AND GENOCIDE WHICH HAS PRODUCED IMPUNITY FOR THE NARCO STATE IN MEXICO AND LEFT US AS INDIGENOUS PEOPLES WITH THE FAMILIES OF THE 43 AYOTZINAPA STUDENTS CALLING TO THE CONSCIENCE OF THE WORLD:

"THEY WERE TAKEN ALIVE,
WE WANT THEM BACK ALIVE."
