Petition for the Refugee Children of Central America

Tapachula, Chiapas, Mexico, July 29, 2014.

To the Opinion of the Public:

Adolecent unaccompanied umigrants from Honduras are reporting that the border crossings between Guatemala and Honduras at Corinth, both Honduran and Guatemalan armed forces are guarding both sides of the border and detaining children and adolescents traveling alone. This military presence is forcing minors to go around these inspection points by traveling through nearby mountains where the troops maintain some guard houses.  The result is the youth are moving into isolated areas, walking further afield from population centers to evade surveillance.

These developments are coupled to the information and disinformation campaign launched by the governments of Central America as a result of pressure exerted by the U.S. president, Barack Obama implementing policies that not only discourage the migrants but also threatens the lives of thousands of children and adolescents who are victims of persecutionby organized crime syndicates.  Without an option to flee the violence in their country of origin they will become invisible victims of this lack of compassion fomented by the USA and marked by the abandonment of the international community.

The presence of troops on the border has been confirmed by José Luis Hernández, President of the AMIREDIS, (Association of Returned Migrants with Disability) who in regrets concerning these events has said: "Juan Orlando Hernandez, president of our country acts as if hen is ignorant of the source of the problem."

The undersigned organizations call upon the USA and the countries of transit and origin through which migrant children and adolescents who travel alone to consider giving shelter to any child who request such refuge, and in testimony to the family and social abandonment which then becomes a lack of protection and failure by their communities and local governments in their countries of origin as referenced with articles 22 and 39 of the "Convention on the Rights of the Child" adopted and opened for signature and ratification by General Assembly resolution 44/25 of 20 November 1989 Entry into force: 2 September 1990, in accordance with Article 49.

A la opinión pública:

Adolescentes migrantes hondureños no acompañados reportan que  el cruce fronterizo entre Guatemala y Honduras en Corinto, fuerzas armadas tanto Hondureñas como Guatemaltecas resguardan ambos lados de la frontera y detienen a Niños y Adolescentes que viajan solos, obligando por su presencia a los menores a rodear este punto de inspección por una montaña cercana en donde efectivos militares cuentan con algunas casetas de vigilancia, orillándolos a caminar a zonas más alejadas de la población para evadir la vigilancia.

Estas acciones aunadas a la campaña de información y desinformación iniciada por los gobiernos de Centroamérica como resultado de la presión que ejerce el presidente de los EEUU, Barack Obama, no solo desalienta, también pone en riesgo la vida de miles de niños y adolescentes que son acosados por el crimen organizado y que de no salir de su país se convertirán en victimas invisibles esto por la falta de compasión de los EEUU y el abandono de la comunidad internacional.

La presencia de efectivos militares en la frontera ha sido confirmada por José Luis Hernández, Presidente de la AMIREDIS, (Asociación de Migrantes Retornados con Discapacidad), quien lamento estos acontecimientos y señala “Juan Orlando Hernández, presidente de nuestro país actúa como si desconociera el origen del problema”

Las organizaciones firmantes pedimos a la Unión Americana y a los países por los cuales transitan niños y adolescentes migrantes que viajan solos considerar el otorgar refugio a todo menor que solicite y de testimonio de abandono familiar y social que se constituya en falta de protección y omisión por parte de sus padres y gobiernos locales en sus países de origen en apego a los artículos 22 y 39 de la “Convención sobre los Derechos del Niño” Adoptada y abierta a la firma y ratificación por la Asamblea General en su resolución 44/25, de 20 de noviembre de 1989 y Entrada en vigor: 2 de septiembre de 1990, de conformidad con el artículo 49.
