The Rights of Indigenous Peoples in Ceded Territories: The
Rule of Law v. the Law of the Rulers
The pardon of former Maricopa County Sheriff Arpaio by the Chief Executive of the USA D.Trump would be an International Treaty Violation, another in a long series of violations of the Peace Treaty agreement between the US and Mexico established in 1848, after the US war on Mexico and the blitzkrieg invasion of the territories of the Greater Southwest fed by the doctrines of European American Imperialism and White Supremacy, AKA Manifest Destiny.
The International Border between the two republics
established in 1848 and modified by the Gadsden Purchase in 1853 to accommodate
the Santa Fe Railway Corporation, is a border that separates the political
franchises of the Republics of the states of Mexico and the US, but does not
apply to the Original Nations of Indigenous Peoples.
Initial Clarifications:
There is no mention of "Latino" or "Hispanic" constituencies in any of the articles of the Treaty of Guadalupe Hidalgo 1848 [US-Mexico].

There is mention of Mexicans, established and not
established (AKA documented and un-documented) in articles 8 and 9.
There is mention of "Savage Tribes" in article 11.
The rights of either US Citizenship and/or Nationality, which had been since inception of the USA in 1776, ascribed only to "Free White Males" were not available to either the above referenced constituencies of Indigenous Peoples since the 14th Amendment to the US Constitution which addressed this issue (3/5ths of a person), was not adopted until twenty years later in 1868 after the Civil War.
The rights of either US Citizenship and/or Nationality, which had been since inception of the USA in 1776, ascribed only to "Free White Males" were not available to either the above referenced constituencies of Indigenous Peoples since the 14th Amendment to the US Constitution which addressed this issue (3/5ths of a person), was not adopted until twenty years later in 1868 after the Civil War.
All of the above goes to establishing standing before a
competent Tribunal of International Law, when the Chief Executive of the USA connects
the blots to define the final frame of the profile of "White
Supremacy" in Arizona, via the Doctrine of Discovery 1492, the Marshall
Trilogy of 1823, the Monroe Doctrine 1823, the Doctrine of Manifest Destiny
1845, the passage of AZ SB1070 in 2010, and the presidential pardon of ex-sheriff
of Maricopa County J. Arpaio on August 25, 2017.

Preliminary Study on the Impact of the Doctrine of Discovery
This preliminary study establishes that the Doctrine of Discovery has
been institutionalized in law and policy, on national and international
levels, and lies at the root of the violations of indigenous peoples’
human rights, both individual and collective. This has resulted in
State claims to and the mass appropriation of the lands, territories
and resources of indigenous peoples. Both the Doctrine of Discovery
and a holistic structure that we term the Framework of Dominance
have resulted in centuries of virtually unlimited resource extraction
from the traditional territories of indigenous peoples. This, in
turn, has resulted in the dispossession and impoverishment of
indigenous peoples, and the host of problems that they face today on a
daily basis.

Estados de México y Estados Unidos, pero no aplica a las Naciones Originarias
de los Pueblos Indígenas.
No hay mencion de constituyentes "latinos" o "hispanos" en ninguno de los artículos del
Tratado de Guadalupe Hidalgo 1848 [US-México].
Se mencionan
la constituyente colectivo de Mexicanos, establecidos y no establecidos (documentados y no documentados) en
los artículos 8 y 9.
En el artículo 11
se menciona "Tribus Salvajes".
Los derechos de ciudadanía
y / o nacionalidad en los Estados Unidos, que habían sido desde el inicio de
los Estados Unidos de América en 1776, atribuidos solamente a "Hombres
Blancos Libres", no estaban disponibles para los constituyentes de los
Pueblos Indígenas Mexicanos mencionados por que la 14ª Enmienda a la
Constitución de los Estados Unidos que abordó esta cuestión (3 / 5s de una
persona), no fue adoptado hasta veinte años más tarde en 1868 después de la
Guerra Civil.
Todo lo anterior
va para establecer la personalidad jurídica internacional de las constituyentes
de Pueblos Indígenas al norte de la frontera ante un competente Tribunal de
Derecho Internacional, ya que el Jefe Ejecutivo de los Estados Unidos D.Trump hace
conectar las manchas para definir el marco final del perfil de "Supremacía
Blanca" en Arizona, a través de la Doctrina del Descubrimiento 1492, La
Trilogía de Marshall de 1823, la Doctrina de Monroe de 1823, la Doctrina del
Destino Manifiesto de 1845, la legislacion AZ SB1070 en 2010 y el perdón presidencial
del ex sheriff del Condado de Maricopa J. Arpaio el 25 de agosto de 2017.
