President Enrique Peña Nieto of Mexico (The Jackal of Atenco) is to present at the opening of the High Level Plenary Meeting of the United Nations (falsely called the World Conference of Indigenous Peoples ) September 22 at the UN, NY - WHILE the oppression against Indigenous Peoples of Mexico by the federal government curdles the blood of the Original Nations in Chiapas, in Guerrero, in Cheran, in Oaxaca, and in SONORA - Mario Luna Romero, spokesman for the Yaqui Tribe is now a political prisoner for defending the  Territorial Rights in the Rio Yaqui watershed!

Mexico and the UNGA High Level Plenary Meeting 2014 (aka WCIP) (Preparatory Meeting)

In Mexico, as this note is being written the United Nations Indigenous Peoples Permanent Forum on Indigenous Issues (UNPFII), an advisory body under the Economic and Social Council of the UN is gathered in a pre-sessional meeting in preparation for the UNPFII 13th session in May 2014 in New York.

A hundred years ago, we suffered over 1,000,000 (one million) casualties during the Mexican revolution of 1910-17, a citation often dismissed in today’s geopolitical analysis regarding the interrelationships of collusion and competition among the European American colonizing interests, namely the Latino-American and Anglo-American settler states in this continent, and the resistance to this ongoing illegal colonization by the Indigenous Mexican Peoples, the Nican Tlacah Cemanahuac.
 
Although the official citations of casualties who died in military conflicts two hundred years ago in the 1821 War of Independence of Mexico is relatively small (some 1000 deaths) even this number would have to be adjusted and the hundreds of deaths that occurred in 1994 during the uprising of the Ejercito Zapatista de Liberación Nacional (EZLN) in Chiapas would have to be added. The issue of the unfulfilled San Andres Accords that brought negotiations forward in 1994 is an ongoing issue in Mexico still now some twenty years later. But yet even this adjusted number does not include the 60,000 deaths over the past 10 years that have stained the earth of Mexico under the War on Drugs (a US government funded strategy) that the Mexican government contracted in collusion with certain drug cartels and international arms supplies: La Niña, La Pinta, La Santa Maria, the Mayflower: The NAFTA and the NARCO. All part of the same invasion fleet.
 
Twenty to twenty five million. That is the number. This is the base number. From 1492 to 1507 some twenty to twenty five million individual lives of Indigenous Peoples, Nations, Pueblos, families, communities perished in the first hundred years of the invasion of Mexico by the Spanish Empire under the mantle of Christendom, whose theological foundation was the Doctrine of Christian Discovery as articulated in the Papal Bulls of Inter Caetera 1493. In terms of jurisprudence, the present constitution of the United States of the Republic of Mexico perpetuates the concept of the Doctrine of Discovery as the source of succession for the powers of territorial jurisdiction of government that articulates the fundamental rational for the entire legal system of the country.
 


Section 2. Right by Discovery. - But Spain did not rest her title alone on the grant of the pope. She with other European nations also claimed and exercised the right of discovery - a right which they deemed sufficient to maintain a title to any part of the globe. Under such views, the rights of the native Mexicans to their own soil became subordinate to the dominion of the discoverer and conqueror

So when we see in the announced agenda for the UN High Level Plenary Preparatory in Mexico which was postponed on March meeting the stated objective:
 
· “retomar el liderazgo que Mexico ha tenido tradicionalmente en la agenda indígena al nivel internacional.” Translation: “retake the leadership that Mexico has traditionally had in the indigenous agenda at the international level.”
 
And

· “Promover un agenda comun con paises de America Latina y el Caribe de cara a la 2014.” Translation: Promote a common agenda with the countries of Latin America and the Caribbean facing the WCIP.”


There is cause for concern. This concern is exacerbated when further in the agenda for the UN HLPM 2014 preparatory meeting we see the announced presence of President Enrique Peña Nieto as Special Invitee, assigned the role of presiding over the inauguration.
 
Perhaps in a make believe world, a world where people can be made to believe (I think the technical term is INDOCTRINATED) to accept as theirs, a version of reality that is not based on the experience of history, a version of history that denies the reality of genocide of Indigenous Peoples across the continent and in Mexico in particular, there would be NO REASON FOR CONCERN. But yet we do not have to go that far back in time.
 
Just last year a similar geo-political scenario played out, when President Enrique Peña Nieto was invited to attend a continental summit of Indigenous Media and Communication in Oaxaca, Mexico.  The uproar and objection over this insertion of the political figure of Peña Nieto into an Indigenous Summit was such that this never took place, and in evaluation of the incident at the V Continental Summit of Abya Yala in November 2013 in Colombia, there was strong denunciation by indigenous delegates from Mexico and across the continent in objection to attempt to associate the Indigenous Movement with the “Jackal of Atenco”.

Now, today we hear that the government of Mexico has stated to the Global Coordinating Group (GCG) their willingness to host a preparatory meeting in Mexico City in lead up to the UNGA HLPM 2014.
 
ALERT: Should this scenario play out, and indeed President Enrique Peña Nieto, who is widely viewed across Mexico to be an illegitimate president having bought the election that brought him to office, if Peña Nieto who is the leading personality of the old regime of corruption that ruled Mexico for 70 years under the political party PRI, should he be allowed to take advantage of the venue to preside and promote the agenda of Mexico in terms of policies relevant to the Rights and Self Determination of Indigenous Peoples:
 
SUCH ACTION WILL BE WIDELY SEEN THROUGH OUT MEXICO AND ACROSS THE CONTINENT AS A BLATANT BETRAYAL OF THE CAUSE OF INDIGENOUS PEOPLES FOR WHICH WE HAVE FOUGHT, BLED, AND DIED OVER THE 520 YEARS OF INVASION BY THE EUROPEAN-AMERICANS. ANY INDIGENOUS DELEGATIONS IN ATTENDANCE WILL SUFFER IRREPERABLE HARM TO THEIR CREDIBILTY AND STATURE AS LEGITIMATE REPRESENTATIVES OF INDIGENOUS PEOPLES, AND ACCOUNTABILITY AND CORRECTION WILL BECOME THE ISSUES OF PRIORITY.

We call upon the ministers of government at all levels of Canada-US-Mexico and the public constituencies of their respective societies to address without prejudice or discrimination the above clarifications. We assert that these clarifications command rectification of the crime of colonialism and a moratorium on all NAFTA economic development projects impacting the territories of the Nations and Pueblos of Indigenous Peoples until the right of Free, Prior and Informed Consent of the Indigenous Peoples is fully recognized, respected, and protected in the spirit of the UN Declaration on the Rights of Indigenous Peoples, as follows:



“Affirming that Indigenous Peoples are equal to all other peoples,…..”
